Apparently the Swedish national canoeing team use these too, according to the MS-nurse. Probably good, I'd think they would lessen the mobility of the arms somewhat, but if they can keep the paddler from over-heating it's probably worth it. Or, well, I suppose since they do use them they do consider them worth it...The company making these cooling vests do cooling hats too. I'd be interested in trying one of those myself, on a really hot day. I use wet (cold) towels on or around my head on really hot days, around home, but you can't really were that in public unless you want to amuse/frighten people you meet...
