Job Description:

Under the general direction of the Assistant Commissioner for Regulatory

Services, performs highly advanced (senior-level) consultative and

technical assistance work in the areas of emergency management,

preparedness and response planning and emergency operations for programs

and staff under the division's purview. Work involves planning,

developing, coordinating, implementing and monitoring emergency

preparedness programs, concepts of operation and planning policies and

procedures. Provides consultative services and technical assistance to

division leadership, related agency partners, contractors, the

division's regulated entities, community partners and the general

public. Ensures the division's interests are addressed in agency-wide

preparedness activities and represents division leadership as requested

on inter and intra-divisional task forces, work groups and inter and

intra-agency projects. As needed, assumes project leadership role for

specific preparedenss and planning projects. Provides technical

consultation to division leadership for building and workplace safety

issues and policies and works under minimal supervision, with extensive

latitude for the use of initiative and independent judgment.

Essential Job Functions:

40% Using NIMS and ICS as guidelines, and in compliance with regulatory

rules, policies, statutes and opinions of the DSHS OGC, develops

division preparedness goals and identifies the need for revising

existing or developing new programmatic preparedness plans and

procedures. Assists in development of revised or new plans and

procedures, presents them to leadership and, as directed, implements the

revised and/or new plans, policies and/or procedures to improve

efficiency of response and effective use of staff and resources for all

division programs. Coordinates with staff in the Community Preparedness,

Laboratory Services and Disease Prevention Sections to ensure that new

preparedness policies are comprehensive, uniform and collaboratively

developed and implemented. Analyzes other divisions' planning studies

and activities and reports analyses to division leadership. Prepares

reports of other divisions planning activities along with findings and

recommendations. Oversees development and implementation of effective

techniques for evaluating the divisions' preparedness plans, policies,

training and procedures for establishing an emergency response. 20%

Develops " Concept of Operations " plans, emergency preparedness policy

and procedures documents, memoranda of agreements, business continuity

and continuity of operations planning documents, sunset review and other

special planning and presentation documentation. Acts as technical

consultant to other agency planning and information specialist staff to

ensure that the division's activities and interests are understood and

addressed by those outside of the division. Oversees the development of

selected surveys and inspections of preparedness actives both within the

division and with the division's stakeholders. 20% Represents division

leadership at intra and inter-agency meetings and with other local,

state and federal partners. Serves on various task forces, special

project teams and maintains working relationships with essential staff

in other agencies and stakeholder associations. Prepares and delivers

presentations to selected groups regarding the division's preparedness

planning and response activities and works to coordinate, improve and

stimulate interest in the division's planning and response efforts.

Works to ensure that the division's preparedness activities are

understood, recognized and incorporated as appropriate by other DSHS

preparedness partners. Takes on special assignments as requested by the

Assistant Commissioner and serves as the Exchange Building Safety

Officer. 15% Develops protocols for the division to participate in

agency-wide response activities, including ensuring that ICS training is

available to all division staff, and that the MACC and HSR ROC staffing

requests for division personnel are reasonably met. Interfaces with

agency response leadership to ensure that division response capabilities

are clearly understood and effectively utilized, as are the division's

regulated communities. 5% Other duties as assigned include but are not

limited to actively participating and/or serving in a supporting role to

meet the agency's obligations for disaster response and/or recovery or

Continuity of Operations (COOP) activation. Such participation may

require an alternate shift pattern assignment and/or location. " Safe

operation of either a state owned vehicle or personal vehicle is

required to conduct state business and an acceptable driving record must

be maintained in accordance with DSHS Policy OS-3901, Fleet Operations

and Management & Procedures and standards developed by the Texas

Department of Public Safety.

Knowledge Skills Abilities:

Knowledge of national preparedness practices and policies including

ESFs, NIMS, TCL, NRF and the 15 National Planning Scenarios. Knowledge

of state preparedness practices, organization and policies, Knowledge of

DSHS preparedness organization, planning and response policies,

practices and planning. Knowledge of Regulatory programs, programmatic

preparedness planning and development. Knowledge of State of Texas

Emergency Management Plan and Annexes D, H, and O in particular.

Knowledge of Continuity of Operations planning, policy and exercise

development. Skill in disaster planning, training and response. Skill in

facilitation, conflict resolution and team building. Skill in

development of large scale plans, policies and disaster response

organizations. Skill in organizing and prioritizing workload and meeting

deadlines for simultaneous tasks. Skill in strategic response planning.

Skill at integrating diverse priorities into a response framework.

Ability to communicate effectively verbally and in writing. Ability to

organize, prioritize and meet deadlines. Ability to gather, assemble,

correlate and analyze facts; to devise and implement solutions to

complex problems; to develop and evaluate policies and procedures; and

to negotiate compromise solutions with diverse and sometimes competing

interests. Ability to give presentations, represent the Division

leadership and offer testimony in public forums. Ability to work

extended hours in stressful conditions and to take to the field for

extended time periods in disaster situations. Ability to lift 80 lbs,

stand for long periods of time and endure primitive living conditions.

Registration or Licensure Requirements:

Must possess a valid Class C Texas driver's license, or equivalent

license from another state.

Initial Selection Criteria:

Documented experience in disaster preparedness planning and/or response

(prefer leadership experience in a commander/chief or deputy

commander/chief role) Documented completion of IS 700, 100, and 200

Prefer documented completion of IS-300 and 400 Masters Degree preferred

Graduation from an accredited four year college or university with major

course work in a field relevant to assignment is generally preferred.

Experience in a relevant field may substitute for education. Experience

and education may be substituted for one another on a year for year

basis.
