I live in NY and they have strict rules about too soon refills on narcotics and controled substances. It is s mix between the state laws and that of the HMO's. My HMO had protections in place to prevent people from cashing in different scripts for narcotics at different pharmacies. Unfortunalty, it hurts people like us who really needed the medication. Funny story: NY is so concnerned about controlled substance, yet it spent a few million dollars for convicted sex offenders (on Medicaid) to get Viagra. WTF?
