making steroid cream?

Has anyone made their own HC/steroid cream? What I was thinking is

crushing up a medrol tablet in a mortar, or between 2 spoons, etc. and

then trying to dissolve it in some vehicle. I thought maybe coconut

oil might work, either in pyrex directly on the stove, or maybe a

double boiler so it wouldn't burn. I'm just not sure if it would

dissolve, or if the form in the tablet would even absorb into the skin

if it were taken that way. Maybe the forms they use for the creams and

ointments are different than what they use in the pills for just that

reason?
