Could low IGF-1 be causing T3 problem?

In 2008 I tested with Dr. Friedman in LA a low (92) IGF-1 and low aldosterone (6.5); I didn't follow through b/c they couldn't take the ACTH stim test then, but I'm wondering could this have anything to do with not properly converting T4 to T3? Also I read that T3 should be high and my FT3 was 4.5 although my RT3 ratio is 11............does it mean anything if the FT3 is high, doesn't it mean I have sufficient T3 levels? SORRY, this is all very confusing to me.
