Policymakers Urged to Focus On Health When Data Are Lacking. The Daily

Environment Report, March 8, 1999, pA3.

Policymakers should take " reasonable precautions to safeguard against or

minimize adverse health outcomes, " said a report released by the Institute

of Medicine. The report said policymakers should " exercise caution on

behalf of the affected communities, particularly those that have the least

access to medical, political, and economic resources. "

Poor and minority communities are expected to prove an environmental

justice problem exists before agencies will act to address their concerns.

" There are general procedures in place that foster inaction until

scientific evidence of a firmer nature than most poor communities can

muster has been collected, " said the report.

**The report, Toward Environmental Justice: Research, Education, and Health

Policy Needs, is available at:

be ordered at: http://nap.edu or by calling 800- 624-6242 or .
