Policymakers Urged to Focus On Health When Data Are Lacking. The Daily Environment Report, March 8, 1999, pA3. Policymakers should take " reasonable precautions to safeguard against or minimize adverse health outcomes, " said a report released by the Institute of Medicine. The report said policymakers should " exercise caution on behalf of the affected communities, particularly those that have the least access to medical, political, and economic resources. " Poor and minority communities are expected to prove an environmental justice problem exists before agencies will act to address their concerns.
