Congress determines where the money goes and sends the proposals to the President for his signing. But, more important than that, government its self has no money to hand out to one person other than that which is taken by force from someone else. When government takes by force (through taxation) it has violated the very reason for government in the first place, which is the protection of the rights of the individual. When you and I receive the fruits of our labors (our paychecks) it is OUR property not the government's. When Socialists pass laws making charity mandatory, they are violating our basic property rights. The fact that it is the law, makes it no less immoral than if a highwayman held a gun at your head to demand your money. In a truly free society, all charity would be voluntary, not taken by force through a taxing agency like the IRS. If anyone wants to get political ... let me know.
