Districts vary a lot depending on finances, among other things. It would be very expensive to provide one for each child with problems. With all the crack babies, extremely small premies, and other complications that children who are in the schools have now, many school districts are at the breaking point, financially. The world is not just for the healthy. Most of the schools waste money on stuff like over paying the superintendent. This is what a superintendent makes here. $102,000 pay check a year. $500.00 phone allowance per month. $500.00 car allowance per month. The school Dist pays for the top of the line hotel and food during training sessions. For a superintendent that never works with a child. They pay a retired Principal $300.00 per day to be an after school activity organizer. Mind you he doesn't really plan anything but he hires someone else to actually do the organizing. As a Libertarian with CMT, I think its appalling that the federal government, through the Justice Department, is persecuting Bill Gates for being the most successful human being on the planet, then foists off on us a bloated, government monopolized school system. The answer to your school district problem is to privatize the schools. Run them for a profit and the waste will go away. Education will improve due to competition.
