Yes, commercial banana flour would be illegal. Even if it was only made with bananas you wouldn't be able to confirm that they were sufficiently ripe before making into flour. I don't think you could make it at home because of the high natural sugar content in ripe bananas. I *think* it would have to be freeze dried and I'm not even sure if it would work then.
