My brother believed from the bottom of his being that ethics and honor were part of life and he lived his, true to his belief every day of his life but my sister-in-law who raised 4 children while he spent a good deal of his life at sea feels a little differently now. She too spent time battling the system to make sure everything was done with the right papers and wasted so much time that she should have been spending with my brother at the end. We still had to all sit down and battle tooth and nail for every penny to make sure the system with Tricare didn't totally deny bills after the fact. My daughter still tries to fill some of 's medicines on post when she can but it's more trouble than it's worth to me. The run around isn't worth what you get out of it in the end. I'm sorry your Bill is declining. I have come to realize after all my research and work with my father-in-law and then needing to start to make sense of what all has happened with my mother and whatever it is she has that all of the neuro-degenerative brain diseases have so many overlapping areas that it becomes almost impossible to truly tell one from the other until after death. It's no wonder doctors who don't see these patients but for very short interviews have such a hard time trying to figure out what is going on.
