If you file a complaint with the state medical board, it will leave a ding in this doctor's file. I can't guarantee that they will try to force any kind of disciplinary action on him, but filing a complaint is a very good idea as it puts him on the hot seat. The medical board will contact him, and get the records of your mom's visit to see how it was handled. It will not be pleasant for him, in fact it WILL be embarrassing, and hopefully he will change his attitude because of this. All state medical boards are different. Some handle complaints with a heavier hand than others. Not sure how Kentucky operates. I know that some states will pay more attention to doc complaints than others, though. Hopefully other dissatisfied customers of his have already complained, or will complain in the future, and maybe then some kind of disciplinary action might be taken. Since now there are ways of filing complaints online, I'm sure more docs are getting blasted these days. You might even try to find out if he has already had lawsuits or whatever. I would also suggest that if the office visit was paid by an insurance company, you should complain loudly to them as well. Call their customer service department and lodge a complaint with them as well. They don't like spending their money on duds, and may come down on him about the complaint. All in all, don't let him get away with this. If enough people complain about these doctors, changes WILL be made eventually. All good changes are worth the effort it takes.
