Migrant Worker Stream in Oregon

Hello, I'm working for the Oregon Dept. of Human Services, Office of

Multicultural Health, on a transportation safety project for migrant

farmworkers. As part of my project, I'm trying to identify Oregon's

migrant worker stream (when, where, what months, and how long are the

peaks). Does anyone have any suggestions for research material I can

obtain in order to identify the migrant worker stream?

Bill,

As a graduate student, I have been doing some poking around to gather

information about populations as well. Some names that come to mind

are Abrams at Oregon Department of Health, McCauley at

CROET (OHSU) who is very active in migrant health research, and Alice

Larson (don't have her #, but she can be contacted through the Bureau

of Primary Health or WA Department of Health. Alice's name appears

on a recent enumeration profile for Washington State, so my guess is

that she would have your information.

Sorry to say Bill and other folks, but I don't have any information on migrant streams to or from Oregon.

As for peak presence, try talking to , Monitor Advocate at the Oregon Employment Department. They maintain monthly estimates of agricultural workers by county. This might be helpful for at least one of the topics you raised.

You could also talk to folks at the Oregon Child Development Coalition who run the Migrant Head Start Program about when they see families arrive (and possibly information on where they come from). Then there are always people doing outreach at Migrant Health Centers throughout Oregon who may have a sense of arrival times in their areas. Your office will have a list of those Center locations.

When trying to find out info on migration seasons we always find out from the

Migrant Headstarts, Migrant Education,and Migrant Housing( here it's the

Migant Housing from the State of Ca. & County Housing Authority) and of

course the EDD office. Hope this helps.

State of Oregon Department of Agriculture and the Extension services. This

The Department of Agriculture through the Extension services collects

agricultural activity data on crop activities, acreage, farms and

agricultural labor that might be useful to you. Yous should be able to find

Hi, Leda. I work with Bill Matarrazi at the Office of Multicultural Health.

Transportation safety issues were established as a priority area of concern last

year by our Ad Hoc Committee on Migrant and Seasonal Farmworker Health. To

We are certainly uplifted by events in California, which require use of seat

belts in vans contracted for farmworker transportation, as well as the phase in

of their most recent law, requiring these vans to be outfitted with regular

bench seats and seat belts...

Statement of Problem:

A significant disparity exists in the number of Hispanic persons killed in motor

vehicle accidents compared to the White, Non-Hispanic population.

A lower proportion of Hispanics use child safety seats. Four Hispanic children

have been killed in the last year in the Wasco / Sherman county area, riding in

croweded vans, without seat belts.

There was concern regarding HB 2411 of last session, which excluded migrant

workers and children who were involved in agricultural work from protections

provided to others who ride in the backs of pick-ups or open-bed trucks.

A significant percentage of migrant & seasonal workers who are required to ride

to work in vans that are not insured or regulated.

There is a lack of awarness on the part of many migrant & seasonal workers about

the laws and about what to do if they are involved in an accident. This may lead

to other problems, such as hit and run, etc.

Concern was expressed by Multnomah County over the number of Hispanic males who

were being arrested for drinking and driving.

Accomplishments, March 15, 2002

Received a $5000 legal research grant from ODOT

Hired Bill Matarazzi as a Legal Research Analyst

Recruited Spanish speaking persons to attend the Oregon Alliance for Community

Traffic Safety (ACTS Oregon) training for various levels of certification in the

Child Safety Seat Program. The Oregon Child Development Coalition has been a

significant partner in this effort.

Currently working with ACTS Oregon to design a program targeted at the

" settling " migrant & seasonal community and to design the ACTS Oregon 2003

schedule. Again, the Oregon Child Development Coalition has been a significant

partner in this effort.
