Could someone tell me what testing for SIgA means-&how to increase levels?

Last summer my ND tested my SIgA levels-(I think through Diagnos Techs)

My level is way low like 8 should be <25. What exactly does this mean

and are low levels yet another curse from Mercury .... or not?
