an osha inspector is who told me that they have jurisdiction while we're tied to

dock and that they don't when we are not...

Even if OSHA has a claim to any type of jurisdiction on a vessel on water

(I don't think they do either) it would not be in the area of how any one

practices medicine at any level. OSHA is only concerned with the safety and

health of the worker not of anyone being treated by an EMT or anyone else on

a clinic type barge operation as we have chatter here.

As I recall, OSHA doesn't have jurisdiction at any point on a maritime vessel,

tied up or not. They do have jurisdiction over Longshoremen though, and if your

riggers step ashore, then I think the entire operation becomes an OSHA-thing. Of

course, I've been told that it doesn't apply to ABs working as riggers. To be

completely forthright though on both counts, that is just the general consensus

about what I've been told, and while I've put work into finding the official

rules for a lot of things, most (like the paramedic practice offshore) elude me,

leading back to just 'best practices.' One of the nice things about best

practices is that if safety can get involved with planning rather then coming

into it as an afterthought, you can get in front of the problems. Most of the
