The best thing for you to do is to contact the American Speech-language-hearing Association (ASHA). They will be able to answer all your questions and direct you to a certified bilingual speech therapist in your area. Specifically, contact the department of multicultural affairs at multicultural@... The ASHA website is www.asha.org and also has quite a bit of valuable information. In the meantime, just some general feedback on your questions... If the child's primary language is Spanish and she is not yet proficient in English, then formal testing should be done in the native language. There are a few tests that are normed and standardized for Spanish speaking children. It is important to discern if there is in fact a language delay/disorder or if the problem is due to learning a second language. If there is a language delay in the primary language, then obviously it will carry over to her second one. The level of English proficiency will also determine which language the child should initially receive therapy in. Again, ASHA will be able to be more specific with your questions, so contact them.
