Job Description:

Under the supervision of the EMS Manager, and within guidelines established by

the EMS Act and rules adopted there under, plans, coordinates and evaluates EMS

training and certification activities; plan, coordinates and provides licensure

and inspection activities; plan and coordinates complaint investigations and

recommends appropriate action; and provides technical assistance and information

to EMS licensees and certificants. Attends work on a regular and predictable

schedule in accordance with agency leave policy and performs other duties as

assigned. Provide training and technical assistance to EMS licensees and

certificants and provide information on EMS services and affairs to the public.

Prepare goals and objectives, plan and conduct training courses for EMS

coordinators, instructors and license holders. Assist EMS licensees and

certificants with quality management, mutual aid agreements, protocol

development, grant proposals, variances and carries out interventions as

appropriate.

Essential Job Functions:

Investigate complaints relating to EMS licensees, certificants and/or EMS

related affairs. Develop and carry out investigative plan, document findings and

make recommendations for action to the Enforcement Review Committee. Testify as

expert EMS witness at related hearings. - Coordinate, approve, and monitor EMS

training and certification activities within the group in compliance with the

EMS Act and rules and policy adopted there under. As assigned will participate

in advisory councils and assist in development of program goals, objectives and

evaluation activities. Review, evaluate and approve course applications. Monitor

and evaluate training sites and activities, and prepare written reports of

findings. Process training and certification data. Coordinate, schedule and

conduct EMS Instructor certification examination activities. Evaluate

instructional and skills testing activities of independent coordinators and

instructors. - Coordinate and provide license survey activities within assigned

area to comply with the EMS Act, rules and policy adopted there under. Perform

regular inspections associated with licensing survey requirements. Evaluate and

process license application packets and related data for compliance with the EMS

Act. Compile data to support issuance of provider license and insure timely

delivery to provider. Use computer for inputting and retrieving data and word

processing. - Assist with public relations activities as requested including

appearances at public hearings, open forums, commissioner's court, city

councils, etc. as an EMS expert. With leadership and guidance from the Group

Manager will serve as a liaison and coordinate with central office, local trauma

councils and other EMS entities regarding Trauma Systems Development, Grants

Projects administration and public information. Research, interpret and

disseminate standards, policies, rules, and definitions pertaining to regional

EMS constituents. Uses computer for inputting and retrieving data and word

processing to include Microsoft Word; Excel - Other duties as assigned to

include disaster response activities. This position may serve in the DSHS or EMS

Multi-Agency Coordination Center, State Operations Center, regional and/or local

operations centers, joint field offices, Disaster District operations centers,

or to be deployed to an affected area of the state during the response to and/or

recovery from an all hazard event. This position may on an as-needed basis to

assist with a response and/or recovery effort because of their subject matter

expertise and/or experience; or assist with maintaining continuity of

operations.

Knowledge of how to treat a critically injured or ill patient Knowledge of the

operations of an EMS provider Knowledge of agency administrative rules,

regulations, policies and procedures and the ability to interpret/apply them

Knowledge of modern office practices and administrative procedures Skill in

relating complex information verbally and in writing Skill in the use of current

computer systems and programs, including word processing, database, internet,

and email Skill in proofreading and editing correspondence for grammar,

punctuation, and clarity Skill in providing customer service Ability to

interpret public health laws and regulations Ability to develop and implement

administrative procedures and to evaluate their effectiveness Ability to perform

detailed tasks with a high degree of accuracy Ability to make independent

Registration or Licensure Requirements:

Must possess a valid Class C Texas driver's license, or equivalent license from

another state. Employee must meet and maintains an acceptable driving record

that meets the standards developed by the Texas Department of Public Safety

(DPS) and DSHS policies to operate vehicles

Initial Selection Criteria:

Preferred current certification as an EMT, or EMT-I or EMT-P or License

Paramedic, EMS operations experience or EMS Course Coordinator and/or Instructor

experience, Application review and processing experience, Quality assurance

audit experience or Complaint investigation experience.

Additional Information:

This position may require working hours other than 8:00 a.m. – 5:00 p.m. Monday

thru Friday, to include some evenings, weekends and holidays as workload

dictates. This position requires statewide travel. Employee must provide

transportation. Safe operation of either a state owned vehicle or personal

vehicle is required to conduct state business, applicants will have their

driving records checked through the Department of Public Safety and applicants

must have a valid Class C Texas driver's license, or equivalent license from

another state. Employees/applicants are responsible for providing a copy of

their driver's license prior to beginning employment. Only applicants who are
