Just how do you see these issues from offshore where I admit the laws are as clear as mud to a FEMA deployment in the US and for the sake of argument assuming that they are properly requested through the EMAC systems in properly declared Stafford Act disaster? The compacts and federal law have dealt with these issues of scope of practice for well as long as I have been doing emergency management (mid 1980's) and in many cases they have very much improved upon those systems since Katrina and the other major storms of late?
