Hon, you can apply and request that none of your referrals be contacted unless there is a serious intent to hire you and you have been notified so you can give permission. I have done this in the past and have found the new employer willing to abide by this request. If you are not being seriously considered then there is no reason for your current employer to even know that you have applied.

Go for it. You never know about these things unless you give them a try.
