Although I couldn't find the announcement on line, that doesn't mean it

isn't there. The " official name " is Manpower Development Specialist; the

series/grade is GS-0142-14. The two announcement numbers are ETA 02-083

and ETA 02-084PN (the 084PN may be the one for non-federal staff).
