The Bureau also enforces civil rights laws and oversees Oregons registered apprenticeship programs. The purpose of this position is to lead staff, evaluate investigated cases for technical accuracy; review, analyze, and recommend appropriate action on investigated cases; and manage, plan, and coordinate the activities of staff in three field offices (Salem, Eugene, and Medford) to ensure the protection wage earners in Oregon. TO QUALIFY Your State of Oregon application form (PD 100) will be reviewed to verify that you meet the minimum qualifications stated in this section. Your application must clearly show that you have: Five years of experience in supervision; or five years of experience in staff-technical or professional-level work related to laws and rules related to employment or the protection of workers. Fluency in understanding, speaking, and reading Spanish as well as English is desirable, but not required. H.I.R.E. PRIMARY DUTIES AND RESPONSIBILITIES Coach, counsel, guide, train, motivate, recognize, evaluate, reward, and manage the performance of approximately twelve assigned staff in the Salem, Eugene, and Medford field offices. Plan, coordinate, and direct the activities of the Field / Farm Labor Unit, including farm / forest labor contractor licensing. Serve as Wage and Hour Division Administrator in her absence. Review cases investigated by staff for jurisdiction, accuracy, thoroughness, completeness, and the appropriate application of laws and administrative rules and Wage and Hour Division policies and procedures. Determine appropriate action to be taken in cases investigated by staff. Coordinate and recommend the initiation of contested case / administrative actions and legal actions, including the assessment of civil penalties and license action. Negotiate settlements accordingly. Develop and recommend short- and long-term plans, policies, procedures, laws, rules, and performance standards based on the Bureaus mission, goals, and objectives. Oversee the preparation of statistical reports; review for adherence to performance standards; recommend and implement corrective action as necessary. Provide technical training in wage and hour issues to staff and the public. Coordinate with and provide assistance to other state and federal agencies, organizations, and associations related to wage and hour and farm / forest labor issues, including joint investigations. Communicate with the public, orally and in writing, regarding Wage and Hour Division matters. WORKING CONDITIONS Customary office environment; daily computer use. Occasional contact with persons who may be angry, hostile, or otherwise emotionally volatile. Regular travel to field office locations and Portland. Position requires the ability to secure and maintain a drivers license valid in the State of Oregon by the time of appointment and an acceptable driving record; or an acceptable alternative means of transportation.
