Latino Access Project Portland, Oregon Clinic Manager March 10, 2003 Project Description - Multnomah County, a large urban community health center, has joined in partnership with the nah Gurule Foundation and Providence Health Systems in an initiative to improve access to basic health care services for Latinos living in Portland, Oregon. The County completed a needs and assets assessment of the Hispanic community of Multnomah County in 1999. This report identified several health related needs in this community, with corresponding desired outcomes and recommendations. Several recommendations center on improving access to primary care services. The Latino Access Project's primary purpose is the development of expanded primary care services targeting Latino/a residents. The Project's secondary purpose is the development of local and state leadership for Latino health issues. Local community, political, and health care leadership sponsor the project. The Project core team is charged with conducting a community process to identify strategies to achieve this mission, develop an action plan, and implement specific actions. The Project has applied for a Bureau of Primary Health Care (BPHC) new site grant for this clinic. The sponsors have decided to move ahead with the project prior to a funding decision. The Project has secured a clinic location, and is preparing to take the steps necessary to open the clinic on a tentative start date of July 1, 2003. When fully operational, the clinic will support 23,000 annual encounters, provided by three physicians and two mid-level providers. The clinic will offer mental health, case management, and Medicaid enrollment services on site, and will refer into existing health center dental services. Clinic Manager - The core team is looking for a person with the combination of skills and abilities necessary to assure the effective and efficient opening of this clinic. In addition, this person will assume ongoing management responsibilities for this site when opened. In the short term, the clinic manager will work to prepare the space and secure support services in advance of clinical service delivery. In addition, the clinic manager will begin the hiring processes necessary to staff this clinic. The Clinic Manager will be responsible for completing these and other tasks necessary to assure that the clinic opens on time. The core team seeks these skills and abilities: Required: Experience in primary care clinic start-up, management and operations. Knowledge of clinic patient flow and ability to develop plans and recommendations that support quality clinical services. Bilingual Spanish speaking. Experience working with Latino community. Ability to design primary care services and systems in a manner that reduce or eliminate cultural, ethnic, financial, or other barriers preventing Latinos from accessing necessary health services. Desirable: Knowledge of financial management in a medical group or community health center environment. Ability to work with varied stakeholders in a collaborative, task oriented fashion. Knowledgeable of BPHC programs and expectations. Self directed in approach and work scheduling. Direction - The Clinic Manager will receive direction from the Project core team. The core team includes leaders from the three sponsoring organizations. The Clinic Manager will work with staff at several levels at partner organizations. Salary: The salary will be commensurate with skills and experience. The expected range is between $50,000 to $80,000 annually.
