They are not meant to be used this way and to my knowledge cannot be purchased in a retail setting. You can find chamomile essential oil in a carrier oil at any health food store or aveda salon/spa. These oils will be in a carrier of some sort - I know aveda uses coconut oil and I have never seen anyone react to it. Amrita is a very reputable brand of essential oils and aromatherapy diffusers you might seek out. You will not find a good quality essential oil that is inexpensive. What you want to avoid is a synthetic or reconstituted product. I guess the easiest thing to compare it to is breast milk and formula. They are sort of the same but there are something like 100 unexplainable compounds in breastmilk that can't be duplicated. There are similar differences in essential oils. It is depends on where the plants were grown and how and when they are harvested and how they have been degraded in the manufacturing process. IMHO if you buy a poor quality essential oil it is going to be missing much of the life force that is the reason you are seeking it in the first place.
