They do it as an incentive for kids to " just show up, " at least for the first few periods of the day because each state pays the public schools on the basis of " ADA, " or average daily attendance. They used to call it " citizenship " before the ADA plans of re-imbursement came about. Kids need to be rewarded for their achievements, what they have ac tually accomplished. Chronic illness means that attendance is not a good measure of " the content of their character.
