epidermal protective barrier?

I hope that someone can help me to understand this. I have copied and pasted

a recent post:

2 derms have said that my skin is inflammed due to skincare ( whether the

harshness of the product and/or the over use of such products. me and my

attempts at " fixing " my skin )

Anyway, if the epidermal protective barrier has been compromised, is it

possible that this has resulted in permanant damage??

The former poster goes on to say that:

" healing can be encouraged by decreasing skin reactants and applying oil or

water-based silicon- rich moisturizers (each has its supporters). "

If healing can be encouraged, do you think that the amount of time it takes

for this to occur is directly related to the amount and/or severity og the

damage?

And finally , can I assume that the application of oul refers to one of the

4 oils recommended by Dr. Nase and Dr. Sy. What about silicone based? does

that refer to dimethicone. What are some other silicones??
