To me, disabilities are kind of measured the same way only in reverse. Medicare uses criteria like that, so if a person can do something they qualify for this or that. I can't walk or stand very long, yet I can transfer myself easily if I have something to hold on to. (Reminds me of when the kids were little - our son a 9 mos. could pull himself up and as long as he got hold of a knob, handle or shelf, he was all over the place, yet he was 15 mos. before he did anything on his own. I had related to that at times I felt like a 2 year old... maybe I have digressed more since then.
