They are very knowledgeable & can guide you thru every phase of everything you might be eligible for. I think each state has different rules & standards. They should be able to help you find programs which can help you. Hiring someone costs money and should not be necessary. If the agencies seem reluctant call your local House of Representatives office and tell them you are having a problem, most good ones have a person who handles that sort of thing.
