Thank you very much to all of you who shared your experiences about HIPP. I did some research on HIPP - Health Insurance Premium Payment and thoguht I would pass it on to any of you who are interested. I don't think it is an extensive bit of research at this point but it has been enough to help me understand what I want to fight for. Wisconsin is deceiving in that they say they have it but it is actually only for people with AIDS or people who are making less than 185% of the federal poverty level. I am going to try to change things in my state and I think it would be wonderful if we could change things in other states as well. It is fiscally irresponsible for any state to use MA funds to pay for kids like mine to be on straight MA ( Beckeet waiver ) simply because the family cannot afford the premiums for commercial insurance. It would cost about 1% of Sam's annual health care bills for MA pay for our entire family's premium (and that does not even count Zachary's bills). How in the world does it make sense for them to advise me to put my kids on straight T-19 in these times of budget crunches. Anyway here is what I found and all I can say it you are blessed if you are in a state that truly does this. Wisconsin is so deceiving because they really only do it for the poorest people in the state and it leaves out so many families that are working and trying to retain commercial insurance as best as they can. Anne The Omnibus Budget Reconciliation Act of 1990 (OBRA '90) required all states to enact a program to identify cases in which enrollment of a Medicaid recipient in a group health plan is cost effective. An individual's enrollment in a group health plan is considered cost effective if the expenditures in Medicaid payments are likely to be greater than the cost of paying the premiums and cost sharing obligations under an employer group health plan for those services. Enrollment in a cost effective employer group health plan is a condition of Medicaid eligibility, except for an individual who is unable to enroll on his/her behalf. Dear Anne-

I would like to see US wide Medicaid coverage, meaning that all states can take Medicaid from any other state/rather than just the states that border your home state.

I am drafting a letter to send to Congress, asking them to help in whatever way they can.

I find it absolutely ridiculous that if you are away from your coverage area and your child needs immediate medical care-You are stuck. got sick on a vacation and we had to take him to the ER, costing us $200+ in hospital fees alone. What about those that travel outside coverage for medical care?? I think the health care system needs to understand that just because your child/or family has Medicaid/Medical Assistance-we still deserve fair treatment.
