MA paying for insurance premiums

Some states allow Tefra/ Beckett waiver funds (Title 19 for kids based on their illness rather than on their parent's income) to be used for paying for the child's commercial insurance premium. I believe this is the case in Massachusetts. does anyone know if that is true? also is this true in other states and if so can you tell me more about it - what it is called? If it required a legislative change in your state, etc.? Medicaid funds are also allowed to be used to pay a parent who is a registered nurse to be their own' child's nurse. However, it is up to each state to legislate whether or not they will allow this. If this is allowed in your state can you please tell what state and anything else that you think is pertinent. It seems to me that when we look at soaring commercial insurance premiums that fewer and fewer families will be able to afford it and will have to out their child on straight T-19 (if their child qualifies for the waiver program). But doesn't that end up costing the state more money in the long run to foot the entire bill? wouldn't it make more sense to have T-19 just pay the premium, in which case the commercial insurance remains active and the primary payment source. Just thinking and would love to know insights and experiences about this if you're willing to share. Anne
