I would just wind the roll around his foot (covering the bows and straps) a couple of times and make sure that the 'ends' of the tape were at the back of the shoe where he couldn't easily reach or see. Now that he's approaching two years and has a greater cognitive understanding of why he's wearing the shoes, I get him to 'help' when I'm putting them on -- this lessens the likelihood that he will try to get them off. I get him to pull the shoe laces tight when I'm lacing them up. When I make the bows, I get him to pull them tight again by guiding his hands and then make a big deal of what a good helper he is. I think that it make him feel that he is putting his brace on (rather than ME putting it on him) and usually avoids a big fight. So far this strategy is working well..only two years left to go!
