F You are correct. Flour is a generic term used to describe any kind of ground vegetable matter (grains, tubers, etc). So you need to know what kind of Flour you are talking about. Meal is just less finely ground. The important things to remember is that both flour and meal can be GF but unless you have verified with the manufacturer that the mill on which it was ground was dedicated, there is a very good chance of cross contamination. (this may be where the idea of hidden gluten arose) FYI...many mills that make corn meal and flour also make wheat, barley, rye and oat products.
