I've checked the list of Ponseti qualified doctors and do not see any listed in the Philippines, however, there are a number of doctors throughout Asia who are much closer to you than the U.S.. http://www.vh.org/pediatric/patient/orthopaedics/clubfeet/physicians.h tml I would encourage you to write directly to Dr. Ponseti - he would know better than anyone if there are any qualified doctors closer to your area. If done correctly, casting should not be painful. The baby may not like having it done, but pain, no! You have made a good decision by writing to Dr. Ponseti. If you know the time frame in which you may come to the U.S. maybe he could also tell you if you should wait to see a doctor here. I have read somewhere that children can be successfully treated up until 2 years of age with the Ponseti Method. You may be better off waiting. It doesn't sound as if there is much choice in way of treatment options there in Libya. Hopefully you are able to travel soon in order to receive proper treatment for your son. Sending pictures along to Dr. Ponseti is a good idea. The type of pictures he needs to see would be weight-bearing (your son would need to be held in a standing position bearing weight on his feet, if he is able) from the front, from the back and from the lateral (outter) sides. Also, a picture of the soles (bottoms) of his feet would be helpful for the assessment. From what I understand, Dr. Ponseti usually answers his email on Mondays, Wednesdays and Fridays but he is sometimes backed up a bit so it may take a week before you see a reply.
