She can stand with or without the mitchell shoes. that is all she do. Do you think the walker would help her to take few steps. My 2 year old didn't start commando crawling until he was 11 months. My 9 month old son with the club foot started crawling properly at 8 months. Your daughter will crawl when she is ready. Maybe try putting her on her tummy with toys just out of her reach so she has to move to get them. In Australia, they say babies who use a walker are more likely to walk on their tippy toes - although I can't say I know any babies who used a walker walked on their tippy toes. I guess you can give the walker a go and she will get some mobility, but that might take the floor time away where she learns to crawl. Id just keep trying to find ways to encourage her to take a step or two. At nine months she's a little on the young end of the scale for walking, and a little on the old end for crawling, but to me she doesn't sound terribly out of the ordinary.
