Is dehydrated goat whey legal?

The vitamin specialist at the market I go to recommended I use this at

least until I find a reliable source for raw goats milk. Is this o.k.

to use and would others recommend it?

I don't think that dehydrated goat whey can be reconstituted into

milk. The whey is only one component of milk. Without any lactose,

the bacteria would have nothing to feed on.

Sorry, but I don't think this would work.
