I had a similar experience but with my eyes. Three years ago I had elective surgery on my eyelids. I had dry eyes but did not know that I had rosacea. The surgery caused blood vessels to appear on my eyelids and slightly darkened areas (circles) under the eyes. I also developed full-blown rosacea at this time. I believe the surgery puts a lot of stress on the body, stress which the fragile blood vessels cannot handle.
