Is Flax Meal (not seed) legal?

Can anyone tell me if flax meal (flax seeds ground up in a coffee

grinder) is legal? I saw that flax seeds are illegal but that flax

seed oil is legal on the web site. I just need to confirm if the meal

made by grinding the seeds is legal since that was not listed.
