University of California Office of the President Assistant Director - Berkeley - Research - 2140-04 ***PREVIOUS APPLICANTS NEED NOT TO REAPPLY*** SALARY: $54,600 - $70,000 (Annually) CLOSE DATE: April 14, 2005 ABOUT: The California-Mexico Health Initiative is a major bilateral collaborative project involving academics, governmental officials, and community-based organizations in the United States and Mexico. The Initiative's objective is to coordinate and optimize the availability of health services to migrants/immigrants and their families beyond the border boundaries. CMHI is administered by the California Policy Research Center, a UC systemwide research program of the University of California, Office of the President. This position reports to the Director, California-Mexico Health Initiative in the Academic Affairs Division, Office of Research. For more information, visit the division website at Academic Affairs. RESPONSIBILITIES: Oversee and manage the day-to-day administrative, fiscal, operational, and extramural development activities of a major university-based binational research and public service project. Prepare extramural grant proposals and reports including the tasks of conceptualizing funding rationales, authoring proposal and report narratives, drafting project budgets, serving as liaison between CMHI, the UCOP Research Administration Office, and grantee institutions in the U.S. and Mexico. Work in close coordination with the CPRC Director, Associate Director, and Center Administrator, and the CMHI Director and Associate Director to conduct strategic planning and recommend strategies to improve and expand CMHI programmatic operations, monitor human resources deployment, and secure financial stability for priority projects. Monitor the CMHI budget to ensure contract and grant conformance with funders, and in coordination with the CPRC Center Administrator, coordinate CMHI budget planning with CPRC, initiating changes and adjustments that include submitting rebudgeting requests to granting agencies and departments. Communicate on a regular basis with program officers of extramural funders about progress of CMHI projects. Ensure program milestones and grant deliverables are completed on schedule by coordinating efforts of CMHI staff, external partners in the U.S. and Mexico, and managing the allocation of financial resources in consultation with the CMHI and CPRC management team. The CMHI Assistant Director also provides leadership for coordinating the development activities of a binational consortium of public sector, university, and non-profit organizations that sponsor a U.S.-Mexico health training and services network. QUALIFICATIONS: Must exhibit resourcefulness in problem solving and an ability to exercise independent and sound judgment with regard to administrative issues and procedures. Must possess analytical and conceptual skills appropriate to applying diverse University policies to administrative problems, communicate clearly and effectively both orally and in writing, and possess interpersonal and supervisory skills. Knowledge of team dynamics, ability to work in a team setting and lead a group of people with disparate opinions and views using a consensus decision-making model. Ability to be decisive when necessary and to effectively communicate rationale and a sound basis for decisions made. In-depth knowledge of University financial and personnel policies, practices, rules and regulations. Experience writing job descriptions and technical reports. Requires academic background in social sciences, health administration, or public policy. Willingness to travel in-state and internationally. Proven independent financial management experience involving diverse funding sources. The position requires extensive and progressively responsible experience in administration or policy analysis. Ability to establish and maintain effective working relationships with funding agencies, advisory board and colleagues. Ability to problem-solve, using investigative and research skills and resources to develop and implement creative solutions. Record of successful grant writing and reporting. Computer application proficiency is required including Microsoft Office Suite, FileMaker Pro and PowerPoint.
