Search and Annoy As far back as February, U.S. officials have been trying to rattle the Iraqi high command by sending personal e-mails to them. Iraq reacted by briefly blocking all outside access through the Internet. U.S. officials chuckled that those who received the e-mails must have been horrified to discover a message from the United States in their electronic mailboxes. U.S. officials have also been calling Iraqi leaders at home, on cell phones, or contacting them in just about any way possible. During the previous Gulf War, vast numbers of the Iraqi army surrendered to allied forces. But the Republican Guard is considered the most professional of the Iraqi troops, and they remained both loyal and cohesive enough to put down rebellions after Saddam's defeat in 1991.
