They aren't weak, but I have experienced muscle weakness in my legs due to the pred. During my last flare we increased me to 60 mg/daily and I started feeling like my legs were going to give out. My Rheumy said it was the pred and we had to start reducing. He said the muscle would come back after lowering but to keep going up and down the stairs and walking to keep working the muscles.
