While that's true, in that the federal government authorizes it and funds it on a matching basis with states, please be aware that it's considered an optional program, so not every state has a " brain injury waiver " even if they have other types of waivers, like one for developmental disabilities. Here's a site that has a feature to search state by state to see which waivers each has: http://www.pascenter.org/state_based_stats/medicaid_waivers_info.php?state=us & Go\ =Go Caution: as people have been saying, even if a state has a waiver, you might still not be able to get on because of waiting lists, and some waivers in a given state might have longer lists than others!
