Subject: PROPOSED CHANGES - ADM. RULES

ACTION ALERT

The Senate Education Committee today considered and postponed an

amendment which I offered to protect special education students from

the dangerous parts of the new rules being

considered. The consideration of this amendment was postponed

because

the chair refuses to take it up and intends to rule it out of order.

I NEED YOU TO CONTACT YOUR STATE SENATOR AND LET HIM OR HER KNOW THAT

YOU SUPPORT SPECIAL EDUCATION. ASK YOUR SENATOR TO CONVINCE THE

MEMBERS OF HIS OR HER PARTY THAT SERVE ON THE

EDUCATION COMMITTEE TO PASS THIS AMENDMENT!

The amendment was proposed to the school accountability legislation.

Specifically, it would ensure in law that state funding, caseload and

class size requirements, teacher

qualifications, appropriate maximum age spans, disability specific

and

categorical programs, and pupil maximum potential standard would all

remain the same if the rules are revised.

It would also ensure that regular review of intermediate school

district plans are not changed if the rules are updated.

The amendment is permitted by Senate rules (because the bill is a

multi-section School Code Bill), but the chairman wants to rule it

out

of order so the committee members don't have

to be on record on this issue. YOU NEED TO ENSURE THAT WE VOTE ON

THIS

ISSUE! The people of Michigan need to know if their Senators support

these special education issues. Friday

is the last day to report bills from committee before the Legislature

adjourns for the summer (until mid-September), so time is of the

essence! I am unsure when the committee will

reconvene, but the chairman only needs to give 18 hours notice.

Thanks for your activism on this issue!

s

State Senator

Minority Vice Chair, Senate Education Committee
