Of course I could also be wrong with what I have expereinced giving conscious sedation with and without anesthesia present. Or it could very easily be the protocol in the hospital that I worked. However, this is how it was explained to me by an anesthesiologist that I know very well. In Tabor medical dictionary General Anesthessia is defined as : Anesthesia that is complete .. affecting the entire body with loss of consiousness.. acts upon the brain. While anesthesia is defined as partial or complete loss of sensation w/or w/out loss of consciousness. So I guess the key word there would be how they define " general " . Dont hate doctors, just be wary that they are just people too and will not and do not know everything. there are horrible human beings in every walk of life.
