Reference on Migrant Health Act and dental services requirement

I'm writing an article about a migrant dental center study I did last summer. I need a reference for a statement about migrant health centers being developed to serve the health needs of migrant and seasonal farmworkers as a result of the Migrant Health Act of 1962. Does anyone have the reference for that?

Also, I know that MHCs have to provide dental care or have a referral system in place in order to receive their funding, correct? I need a reference for such statement in my article. Where could I find that?

There's very little in the literature about migrant dental health or dental services. Any help will be greatly appreciated.
