I'm sure toddler Tim would be able to reach the pedals - will go and measure the distance from seat to pedals tomorrow no idea in the garden where it is atm and it's a bit dark now :-)). Another good buy around that age was ELC Happy Street - lots of cars and people to play with. He still plays with it (track is set up in his bedroom atm) and it only went down in popularity because of the Brio boy I now have.
