Guest guest Posted May 7, 2003 Report Share Posted May 7, 2003 Bus Driver Accused Of Abusing Boy With Down Syndrome Wed May 7, 7:38 PM ET MILWAUKEE - A school bus driver has been charged with abuse after a 9-year-old with Down syndrome secretly taped the driver hitting him while trying to make him behave. Duchow, 28, was charged Tuesday with felony abuse of a child and misdemeanor disorderly conduct, carrying a possible maximum penalty of 6 1/2 years in prison. " I never, ever expected to hear what we heard on the tape, " said Rosemary Mutulo, whose son has Down syndrome. " It made me sick to my stomach to hear this man threatening my child. " The Mutulos put a tape recorder in 's backpack because they wanted to know more about reports that he was misbehaving on the bus. They brought the tape, recorded April 29, to officials' attention and police arrested Duchow over the weekend. Duchow admitted slapping the child in anger and hitting him in the leg, according to the criminal complaint. The complaint notes that also has attention deficit hyperactivity disorder. His parents played some of the tape for reporters at a news conference Tuesday afternoon. The driver can be heard shouting at because the boy is making bus engine noises, yelling and fiddling with his seat belt. At one point, the driver stops the bus and moves toward the boy, followed by what sounds like a hand slapping clothing. The driver can be heard threatening to break the boy's arm and beat him, and warns, " Stop before I beat the living hell out of you. " , attends the Academy of Accelerated Learning, a Milwaukee public school. A Milwaukee bus driver is expected to be in court Wednesday to face charges of child abuse and disorderly conduct for allegedly abusing a boy with Down syndrome. Mutulo, 9, can't always communicate, but he's a very active little boy. " Our problem with is that he loves everybody, however, he's just like any other child, he doesn't behave all the time, " 's mother, Rosemary Mutulo, said. 's parents said reports of his bad behavior at school, the Academy of Accelerated Learning, and on the bus, motivated them to slip a tape recorder into his backpack. " We had no way to knowing exactly what was going on, so our motivation was just to find out what 's behavior is, " 's father, Vince Mutulo said. But 's parents were not prepared for what they heard on the tape -- the voice believed to be that of the bus driver from Specialized Care Transport and their son. " Put the seat belt down, now, " the bus driver said. " No, " said. " Now, " the bus driver said. " No, " said. " I'm going to slap the hell out of you, " the bus driver said. " Needless to say we were absolutely shocked. I was nauseated the first time I listened to it and then I cried through the rest of it, " Rosemary Mutulo said. The driver, Duchow, was arrested on Saturday, after police say he admitted to threatening and hitting . He said he lost control. " We take this very seriously, and we'll do whatever we need to do to ensure that this doesn't happen again, " said Don Hoffman of Milwaukee Public Schools. But the mother of another boy who rides the bus said she complained to the school months ago about Duchow. " Then I seen him get off his chair and went and grabbed so hard by his shoulders and was crying, " Palacia said. 's parents are outraged, and said they'll fight for video cameras on all special needs busses. " These kids have a future, and they need to know that they're protected and that they're safe, " Vince Mutulo said. The owner of Specialized Care Transport said he's never had a complaint against Duchow, since he started driving last fall.
