Why are fava beans illegal?

Just wondering -- I bought some organic fava beans today, thinking

they were legal, but found out they're illegal (at least " faba " beans

are listed as illegal, and I'm assuming they're the same). Anyone

know why these are illegal? Is there a guide to which green beans are

legal and which are illegal?

Angie,

Ordinary string and wax beans (yellow) are legal and so are Lima

beans. The Fava beans have to much starch in them
