We did that with Aleksander when he first got them (he was around 4 months old then, I think). Now, he's just about 14 months and stands in his shoes all the time. He even likes to try to walk in them if we hold his hands. He never had any problems rolling over or crawling in them. It does seem strange though that you can't reduce the hours at all. Understandable perhaps because he had a second tenotomy, may I ask why btw but really Dr. Ponseti has set up bracing protocols that work and I am sure that he would be erring on the side of caution so I really don't understand why your ortho would want your son to continue at 23/7 when he could reduce you to 20 hrs for a bit then to 18 etc al a. I have heard of a few kids that were recommended by their ortho's (not proper Ponseti protocol in most cases though) to wear the brace 23/7 untill they were pulling up and cruising hopefully one of their parents will see your post and comment. In my opinion, an ortho who follows protocols would not have your son in the brace this long. I would cite the global help booklet (you will find it in the files section) and Dr. Ponseti's bracing protocol's as a reference and any info your PT could give also. Your little guy needs time out of the brace to learn to pull up and cruise at this point. See what your ortho then has to say. If it is not what you want to hear, you could always email Dr. Ponseti with your sons history and some pics and ask his advise and then just lower the hours gradually on your own. There aren't any 'bracing police' kwim?
