I talked to the 888 number today, and now they said that with a referral, it wasn't a problem, but now I'm questioning their knowledge...My PCM has been great (he has a 3 year old with lcf and got bad casts in Okinawa for 6 months - what are the chances?!), so I have called him for the referral, which I don't think will be a problem.
