But he has always been drinking tea, juice and water. How about diluting his milk with a milk sub? Start with like 2 tbsps of milk sub in his one cup of milk? then increase the dose slowly until he will no longer know what milk tastes like? I know that coconut milk is another alternative for example; but there are tons of different choices. One good one is dari-free, which is a potato based milk in the powder form. I do not use soy milk, b/c I try to avoid soy anyway, so those are the alternatives, besides rice milks and almond milks. Hope this helps.
