navy beans

I have read that we need to soak navy beans overnight before cooking. Do we

soak them on the counter or in the refridgerator? They seem to get fluffy on

the counter and i have read that they ferment at room temperature when in water.

Is that what we want? Haven't tried in the fridge.... just not sure
