The National AIDS Fund (NAF), in collaboration with the Ford Foundation, is pleased to announce the opportunity for grant support through an integrated announcement of two related initiatives: Southern REACH (Regional Expansion of Access and Capacity to Address HIV/AIDS) and the Gulf Coast HIV/AIDS Relief Fund. The overarching goal of these initiatives is to protect and advance the health, human rights and dignity of persons most affected by HIV/AIDS in the Southern U.S.

Organizations located in Alabama, Arkansas, Northern Florida (specifically, those counties north of and including n County, as well as Levy and Volusia Counties), Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee will be eligible for consideration through this grant opportunity, which is designed to support strategic HIV/AIDS policy and advocacy activities led by community-based organizations, advocacy coalitions, and other allies with public policy and advocacy experience. The National AIDS Fund expects to award a total of $1.5 million in grants through this combined grantmaking initiative by March 1, 2010. Successful applicants will receive up to $75,000 in grant support, along with consideration for technical assistance, for a one-year grant period. Applications are due no later than 5:00 p.m. (Eastern Time) on Friday, October 23, 2009.

Grants funded through this combined announcement must focus on efforts to achieve social change, shape responsible HIV/AIDS public policy, and/or respond to the underlying legal, political, and systemic barriers contributing to disproportionate rates of HIV/AIDS in the Southern region of the U.S. Grant funds will be considered for approaches that encompass a broad range of activities: policy research and analysis; organizing and implementing communications strategies; planning and implementation of public policy advocacy campaigns; community organizing and AIDS advocacy network cultivation; and educating decision-makers and community members about HIV/AIDS public policy and social change efforts. Organizations and coalitions firmly rooted in HIV/AIDS work that are looking to expand their advocacy activities and build their capacity to do so are encouraged to apply. Likewise, organizations with experience in legal reform, broader human rights advocacy and/or intersecting issues pertinent to the HIV/AIDS epidemic and that have demonstrated a commitment to addressing HIV/AIDS are also strong candidates for support. Important intersecting issues include, but are not limited to, incarceration and detention, immigration, reproductive justice, legal services, housing, LGBT rights, and employment.

Only those applications that seek to improve HIV/AIDS public policy through advocacy and related activities will be considered for funding. Each applicant should carefully read and review the full RFP (attached) before deciding to submit a request for funding. Organizations may submit only one application for consideration.

A complete application will include all of the components listed. Organizations interested in applying for a grant through the combined Southern REACH/Gulf Coast HIV/AIDS Relief Fund announcement should follow a two-step process:

1) Submission of an online grant profile form; and

2) Submission of a complete application, including budget and attachments, via mail.
